September 2026 und der schrittweisen Umsetzung f\u00e4llt der Startschuss f\u00fcr ein digitales und datengesteuertes Zollsystem. Ziel ist es, dieses datengesteuerter und besser auf die wachsenden Anforderungen des internationalen Handels auszurichten. Im Fokus stehen dabei ein modernisierter Unionszollkodex (UZK) sowie die neue EU-Zollbeh\u00f6rde (EUCA).<\/p>\n<p>Wir fassen f\u00fcr Sie die wichtigsten Aspekte zusammen:<\/p>\n<ul>\n<li><strong>Ein neuer Zollkodex der Union:<\/strong> Die neue UZK-Verordnung bildet die Rechtsgrundlage f\u00fcr die EU-Zollreform. Mit ihr wird die Rechtsarchitektur f\u00fcr Zollvorg\u00e4nge in der gesamten EU neu gefasst, ein st\u00e4rker integriertes System geschaffen und die Zollunion dabei unterst\u00fctzt, als einheitliches System zu funktionieren.<\/li>\n<li><strong>Eine neue datengesteuerte Zollarchitektur:<\/strong> Die EUCA mit Sitz in Lille (Frankreich) wurde im September 2026 offiziell gegr\u00fcndet. Die neue Beh\u00f6rde wird die Zusammenarbeit zwischen den Zollbeh\u00f6rden der Mitgliedstaaten st\u00e4rken, indem sie ein EU-weites Risikomanagement erm\u00f6glicht und eine koh\u00e4rentere Reaktion auf gemeinsame Bedrohungen an unseren Grenzen unterst\u00fctzt. Hierf\u00fcr soll eine EU-Zolldatenplattform aufgebaut werden, welche die bestehenden nationalen IT-Systeme im Zollbereich schrittweise ersetzt Damit sollen Betriebs- und Verwaltungskosten in Milliardenh\u00f6he eingespart werden. Die Plattform soll bereits ab Juli 2028 einsatzbereit sein.<\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_column][vc_column width=&#8220;1\/2&#8243;][vc_column_text css=&#8220;&#8220;]<\/p>\n<ul>\n<li><strong>Neue Regeln f\u00fcr den E-Commerce:<\/strong> Die bisherige Zollfreigrenze von 150,00 \u20ac f\u00fcr geringwertige Sendungen wurde bereits abgeschafft. \u00dcbergangsweise gilt vom 01. Juli 2026 bis Juli 2028 ein pauschaler Zoll von 3,00 \u20ac, bevor wieder regul\u00e4re Z\u00f6lle erhoben werden. Zus\u00e4tzlich f\u00fchrt die neue UZK-Verordnung ab November 2026 eine EU-weite Bearbeitungsgeb\u00fchr f\u00fcr kleine Pakete ein, um die steigenden Abfertigungskosten der Zollbeh\u00f6rden zu decken.<\/li>\n<\/ul>\n<p>Die Umsetzung wird nun schrittweise erfolgen, wobei die Mitgliedstaaten 12 Monate Zeit haben, um die neuen Vorschriften vollst\u00e4ndig umzusetzen. Die EU-Zollbeh\u00f6rde wird voraussichtlich 2027 ihre T\u00e4tigkeit aufnehmen. Die EU-Zolldatenplattform wird ab dem 01. Juli 2028 f\u00fcr Sendungen im elektronischen Handel verbindlich.
